These pictures are from scofflaw sim Isle of Equanimity. Note the sim is Mature, not Adult. Note that in the media one there is Media force playing going on... my media is off, yet it was still playing. So there you have it: adult content regulations are still being widely flouted, by parcels, and by full sims.
